could "lemon laws" be a way to save net neutrality?

lemon laws in america, are used to protect consumers from deficient products, such as cars and other goods that fail to function.

well, doesnt this apply to the terrorists attempt to destroy net neutrality?

both businesses and private citizens take out contracts with a speed and bandwidth allowance, yet just about everyone here knows that the advertised speed is never(or bloody rarely) actually achieved.

something that seems to me, like it could be used to remedy the effects of throttling the access to people who are still paying, by allowing these people to cut their bill to reflect the diminished service without the provider being able to do a damn thing about it.

extending it to buggy ass softwear under similar premises the terrorists are pushing drm and copyright could be another avenue.
