While I know the difference between the two, I'm pretty confused about their power. In most source I read, the Head of government (Premier) is the one running the country day-by-day while the Head of State (President, King, Queen, etc) is largely ceremonial. By that definition, the Premier should be the one with more power
However, here is the reason I'm confused. The Head Of State is usually the Commander in Chief. It means the army only answer to that person. IE: Queen Elizabeth II is the Head of the Arm Force. If she has the ultimate authority over the army, she should be more powerful, because....it's the army. Who holds the army should holds the power. But as far as I know, the Prime Minster always has more power. Why?
Also, in Russia, the President is also the Head of state and commander in chief. So between him and the Prime minister, who is the ultimate authority? Because I know the President can fire the Prime Minister.
